About Bank of Maharashtra Retired Employees’ Welfare Organisation

Bank of Maharashtra Retired Employees’ Welfare Organisation (BOMREWO) is a body registered under the Bombay Public Trust Act 1950 and Society Act 1960 under the registration number No.F-18747 dt.23.05.2003 and No.Maharashtra/328-2000/Pune dt.22.03.2000 Maharashtra/328-2000/Pune respectively.

It is a body associate founded on 18.04.1999. Any retired employee of the Bank of Maharashtra, irrespective of the cadre can become member of the Organisation. At present more than 7400 retired employees are enrolled as members of the Organisation. The Organisation is affiliated to Bharatiya Mazdoor Sangh and Forum of Retired Bank Employees, Pune.

The Executive Committee meeting of the Organisation is held regularly once in six months where regional representatives actively participate in the deliberations and report various activities and meetings arranged by them. The minutes thereof are circulated amongst EC members.

The books of accounts are audited every year and all statutory returns are filed with appropriate authorities regularly. Looking to the overwhelming response from the members and well-wishers towards paying donations for the social cause, we had approached income tax authorities for granting exemption under 80-G. The same has been granted by the competent Authorities vide certificate No.PN/CIT-1/12-A(a)/80G/397/2008-09/4595 dated 30.01.2009 (Contd.under S 80G (5) (VI)

It is needless to mention here that after every two years biennial conference is held regularly.

Our Organization is affiliated to Forum of Retired Bank Employees, Pune. The Forum has initiated correspondence with Government of India, Ministry of Finance, as also with UFBU constituents urging them to undertake issues of bank retirees viz. Up-dation in Pension,100% neutralisation in D.A. to bank retirees who retired on or before 30.10.2002, Improvement in Family Pension, Pension to resignees etc. This has become important because of glaring anomaly whereby an earlier retiree in senior grade is receiving less pension as compared to the pension received by an employee in junior grade retired at a later stage after wage revision. Besides, FORBE has also undertaken the issue of increase in basic component of ex-gratia from Rs.300/- to Rs.600/- which is long pending with Government / Ministry of Finance for their attention. The forum is also attending the same simultaneously.

It is now our earnest desire that every one of us should join hands in strengthening the movement of retirees’ organisation (BOMREWO).

Some of Our Major Achievements

  • After constant follow up with the management, the authorities have finally accepted our demand for grant of additional interest as senior citizens over and above entitlement of additional 1% as ex staff members. This facility has been made effective from 04.11.2010.
  • The Staff Welfare Fund has extended holiday home facility during off-season to retirees.
  • The bank has issued guidelines for issuance of identity card to retirees due to our constant persuasion.
  • After implementation of 7th Bi-partite settlement unwarranted deductions were made from the pension arrears on account of commutation of additional basic pension. Due to the efforts put in by us the issue was referred to IBA and finally the Bank refunded the amount over Rs.70.00 lakh to more than 700 affected beneficiaries.
  • The employees who retired prior to 01-01-1986 are paid ex-gratia as per Government of India guidelines from 01-11-1997. However, these guidelines excluded the spouses from getting the ex-gratia after death of the retiree. With our constant and pains taking efforts the management finally accepted our pleading on humanitarian grounds and effective from 01-04-2004 started paying equivalent ex-gratia amount to the spouses of those retirees who were receiving ex-gratia during their lifetime. At present, the ex-gratia paid by our bank is Rs.10,000/- per month.
  • The retirees who expired before introduction of the ex-gratia scheme and who were not receiving any monetary support, their spouses are now made eligible to receive an amount equivalent to ex-gratia effective from 1.10.2006.
  • As per government guidelines half yearly meetings for redressal of grievances of retirees are to be convened by the management to discuss issues related to retirees. However, there is no consistency. We are pressing the management for the same.
  • We have achieved grand success in the case of denial of notional 5 years additional service under Section 29(5) of Pension Regulation Act 1995 to VRS optees of 2000 scheme. At the time of hearing in the Supreme Court the documents procured by us under RTI Act along with other retirees’ unions from Pune proved to be of vital importance in this landmark judgment. While payment of arrears was made towards commutation, we could convince management of our bank to make deduction in basic pension equal to additional amount of commutation from the date of payment of revised pension instead of from the date of retirement. This has resulted in receipt of legitimate amount of commutation arrears. However, retirees in other banks are deprived of receipt of full arrears as their banks treated the date of payment of arrears of commutation as on the date of retirement. We are proud of this achievement.
  • Issue of 100% D A Neutralisation to pre 01.11.2002 retired employees(Pensioner) and improvement in Family Pension have been resolved.

Some of Our Unresolved Issues

  • We also filed a separate writ petition for those employees who retired before 1.11.2009 and are granted second option of pension from prospective date i.e. from 27.11.2009 instead of from their actual date of retirement. Such employees are further discriminated while recovering the cost of pension at the rate of 1.56 times of contributory provident fund received by them instead of 2.8 times of revised basic pay of November 2007 recovered from other employees who were in Bank’s service as on 27.04.2010.
  • The issue regarding the treatment of additional commuted basic due to wage revision was settled long back in 2002 and the management had issued a circular to that effect in May 2002. Despite this position while re-fixing the pension due to wage revision in 2010, the management has deducted the additional commuted basic from the date of pension instead of from the date of payment of additional commuted value. The organisation is fighting this injustice.

In view of IBA guidelines and Government of India’s guidelines half yearly meetings are being required to be held with the management to discuss and sort out problems of retirees.

PROPOSED PROJECTS SPONSORED BY BANK OF MAHARASHTRA RETIRED EMPLOYEES WELFARE ORGANISATION

Swami Vivekanandpuram Coop. Housing Society LTD

Background: The idea to start a Senior Citizen Township nearby Pune was mooted by Shri.Mukund Bhalerao and all senior leaders after visiting various places around Bhor Taluka in Pune District finalized the sight at Angsule village .

Object of the project: The basic object of the senior citizen town ship is to provide opportunity to the retired employees to have a piece of land at the place having proximity to nature and help them to construct the house so as to enable them to live the second inning with peace of mind. The cost of the land and funds for the proposed project “ Yogi Arvind Sahaniwas” are to be raised from the project of Senior Citizen Township.

Location: The location of both the projects at Angsule village is near Ambeghar,13 km southwest of Bhor, Dist. Pune on Bhor Raireshwar Road via Ambeghar. You can also reach to the proposed site via Nigudghar. The distance of Angsule is 4 km from Nigudghar located on main Bhor Mahad Road on the distance of 13 km from Bhor. The site is approachable by pacca tar road throughout the year. The tar road is available from Ambeghar and Nigudghar villages which are located on Bhor Mahad Road.

The existing Bhor Mahad road is proposed to be constructed in four tracks. The work up Lonand to Pandharpur Phata ( Shirwal ) has been completed. The work from Shindewadi via Bhor to Mahad is reported to be started soon and hope to be completed within 3 years.

Ambeghar and Nigudghar are well connected by Bus, shared Jeep, Six seater rickshaws.
